When does the bidding process become required? Will the customer be required to take the lowest bid, or can other factors be considered?

The project bidding process is integrated into Track A and optional for Host Customers in Track B. For projects in Track A, the Host Customer will obtain multiple project bids after completion of Upfront Technical Assistance. Between that point and the Reservation Request submittal, the property owner will review the bids and select a contractor.

The Host Customer is not required to select the lowest bid, and will be encouraged to take other factors into consideration such as local hiring, experience with VNEM, etc.
